Rather than a mere rulebook, Torah is presented as God’s wisdom, something to be approached rightly, cultivated carefully, and lived out for the good. Dr. Johnson also warns that this same wisdom can be abused when it is turned into a power structure over others, which is a problem the prophets themselves confront.
